DILG Region 3 conducted a Regional Rollout on the Elective Local Officials Profile Database System (ELOPDS) implementation on November 10, 2016 at LGRRC, DILG Regional Office, City of San Fernando. The activity was attended by the ELOPDS Focal Persons of the 7 provinces and 2 highly urbanized cities in the region. It was aimed to equip the provincial and city focal persons with knowledge and skills on the operations, uses and features of ELOPDS and give them an understanding on the roles and responsibilities of each level per Memorandum dated March 28, 2016 re: Establishment of an ELOPD.
Asst. MED Chief Rolando Ocampo welcomed the participants and gave an overview of the activity. He cited Republic Act No. 10156, as the legal basis in conferring upon Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan members the appropriate Civil Service Eligibility. ELOPDS, which shall be used as basis for issuing certification on service rendered in support of granting appropriate eligibility, will be of great help both in the regional and field operations in the processing of said eligibility for endorsement to the Civil Service Commission (CSC).
Topics discussed during the rollout were the provisions of DILG Memorandum dated March 28, 2016 specifically the roles and responsibilities of each operating unit from the central to the field level, guidelines in filling-up the Data Capture Form (DCF) and the ELOPDS Monitoring and Reporting Process. Access rights of the central, regional, provincial, city and municipal user accounts as well as the uses and functions each ELOPDS menu were also explained.
Further, the participants engaged on hands-on exercises for the actual application of the different functions, features and reports that can be generated from the system.
The ELOPDS is an on-line system developed by the Department which will serve as national database of local officials nationwide for the terms 2013-2016 and 2016-2019. It shall contain their political and personal profile which can be used in the regional and field operations in terms of providing capability interventions and issuance of relevant certifications for local officials.
