DILG Region 3, thru the Capability Development Division (CDD), conducted a 3-day training of Provincial Trainors on CBMS APP Mobile-Based Version Module I on April 28-30, 2015 at DILG Regional Office, Conference Room, City of San Fernando, Pampanga.
The training aimed to increase the awareness on CBMS at the regional and provincial levels to strengthen the program advocacy for LGUs; augment the CBMS Regional/Provincial Focal Persons trained by BLGD, Central Office last year; equip the participants with the skills on CBMS APP using tablet-based application; and build their appreciation on the uses of CBMS data in the formulation of different development plans at the local level.
A total of 24 technical staff from the 7 Provincial Offices in the region were trained.
RD Florida M. Dijan, in her message, stated that Central Luzon LGUs recognized the need for CBMS in their development plan formulation and so the importance of conducting the trainors training to expand the pool of trainers in the region. This, she said, is to enable field officers to address the needs and demands of LGUs in terms of CBMS implementation. She added that there are other major programs such as UBAS, Operation LISTO and BUB special projects, to name a few, that the Regional Management is focused with, aside from the demand-driven programs of the Department. She further stressed the necessity for continuous capacity development activities for field officers with these challenges.
Main topics discussed during the activity were the objectives, key features, methodology and uses of CBMS in local development planning; CBMS Portal and SCAN; Field Operations, Household Profile Questionnaire (HPQ), Barangay Profile Questionnaire (BPQ) and the operations of tablet-based HPQ.
Experiences on the on-going CBMS implementation from the provinces of Bataan, Nueva Ecija and Tarlac were shared for the participants' appreciation. Included as target LGUs (18) in their action plan are those that have enrolled CBMS in their 2016 BuB program.
At the end of the activity, certificates of attendance were distributed to the participants. CDD Chief Martin Porres B. Moral, in his closing message, expressed that the training produced multipliers on CBMS trainors at the field level who will form part of the regional pool of trainers. He believes that the activity capacitated and prepared them to provide technical assistance on CBMS especially for 2016 CBMS implementation under BUB. He thanked all the participants for their support and active participation in the activity.
