DILG Angeles City in collaboration with the Dioceses of Auxiliary Bishop of San Fernando headed by Most. Rev. Pablo Virgilio S. David, D.D, conducted Seminar Workshop on the Ugnayanng Barangay at Simbahan(UBAS) for the Barangay Action Team Cluster I at Holy Rosary Parish Hall Angeles City on September 15, 2015. The UBAS-TWG clustered the 33 barangays of Angeles into 5 clusters. The first cluster consists of Barangay San Jose, Sto. Rosario, Sto Cristo, Cutcut, Pulungbulu, Sto. Domingo and San Nicolas.


UBAS is a partnership between the barangays and the parishes to pool resources and synchronized efforts in the advocacy of good governance and the pursuit of projects and services for community development.


The undertaking started with aninvocation led by Pastor Roberto Miranda. DILG Angeles' newly installed OIC Director Martin Porres B. Moral discussed Promoting Good Governance at the Barangay Level. LGOO V Luz M. Madlangbayan presented the ten projects on Bottom-Up Budgeting ( BUB) of the city.


On the other hand, Bishop David shared their good practices and partnership with the city government like SagipSapangbalen and beautification of PNR. He also stressed the rationale of UBAS as Citizens' Participation and Church Communities engagement to make the Barangay the Center of Development. LGOO VI Giovanni Cortado facilitated the workshop on the Formulation BAT Plan wherein outputs were presented by the seven barangays.
