Description
DILG Memorandum Circular Nos. 2000-27, 2001-52, e2006-22 and 2006-163 set forth the rules and regulations governing the foreign travel of local government officials and employees. These rules and regulations are issued with the view to further promote efficiency in the performance or delivery of Departmental functions and services through the simplication of procedure in the processing and approval of a request for a foreigh travel authority, support the overall efforts of the government in conserving scarce public funds, particularly the country’s dollar reserves, and to ensure that any foreign trip, particularly when it involves the use of government funds, is beneficial to the country.
Coverage
Foreign travel of all elective and appointive local government officials and employees, whether official or unofficial, shall be covered by these rules and regulations.

Description:
In accordance with Section 393 (b) (2) of the Local Government Code and Executive Order No. 115 entitled “Authorizing Payment of Death Benefits to Barangay Officials Who Die During Their Term of Office”, among others, officials of the barangay, specifically the punong barangay; the seven (7) members of the sangguniang barangay, the sangguniang kabataan chairman as ex-officio member of the sanggunian; the barangay secretary ; and the barangay treasurer who die during their term of office shall be covered by death benefits.\
Requirements:
In pursuance of DILG Memorandum Circular No. 2008-24 which provides for revised rules and regulations implementing E.O. No. 115 to ensure effective and efficient service delivery to the beneficiaries, DILG Regional Memorandum 2009 -07 was issued by Dir. Renato Brion stating clearly thereat documents required to support death benefit claims as follows:
Duly accomplished death benefit claim form with certification of incumbency by the Punong Barangay/City/Municipal Mayor
Duly accomplished Death Benefit Claim form with certification of incumbency by the Regional Director/ OSD Chief/Chief, Administrative Services Division
- Death Certificate duly certified by the LCR or NSO
- Certificate of Incumbency by the MLGOO
- Endorsement by the DILG Provincial/City Director
- 2 copies of Vouchers and ALOBS
To further ensure expeditious and prompt release of checks to the duly designated/legitimate beneficiary claimant and to establish the relationship of beneficiary/claimant to the deceased barangay official the following documents are to be submitted in one copy
