CITY OF SAN FERNANDO – More than 3,000 barangays in Central Luzon conducted their respective assemblies, with Brgy. Maimpis, City of San Fernando as this semester's Regional Showcase barangay, during the Synchronized Barangay Assembly Day on March 25, 2017.
In this event, the Punong Barangays (PBs) deliver their State of the Barangay Address (SOBA) which include their financial reports, updates on programs and projects, and other relevant issues of the barangay.
For this semester's assembly, the theme is "Sulong Barangay Kontra Droga, Krimen at Katiwalian: Makialam! Makilahok! Makiisa!" where issues and programs on peace and order and public safety were the main topics.
Federalism was also discussed as advocated by the administration of President Duterte.
Barangay compliance to several national laws and issuances were also presented such as the Revitalization of the Barangay Anti-Drug Abuse Council, MASA MASID Program, Kasambahay Law, and laws related to the protection of women and children.
DILG Secretary Ismael Sueno's message was also read in the event. For the showcase barangay, DILG Regional Director Julie J. Daquioag read the message which centered on community mobilization and volunteerism as important tools to address problems in peace and order.
"Ang kampanya laban sa droga ay magtatagumpay sa tulong ninyo. Hikayatin natin ang ating mga kabarangay na makialam, magmasid, makiisa. Kayo ang magiging mata at tenga ng gobyernong ito. Malaki ang magiging bahagi ninyo sa pagsusulong ng tahimik at payapang Pilipinas para [sa] tuloy-tuloy nating pag-unlad!", Sec. Sueno said in his message.
Pursuant to Sec. 397 (b) of Republic Act 7160, otherwise known as the Local Government Code of 1991, "the barangay assembly shall meet at least twice a year to hear and discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as problems affecting the barangay."
Further, Proclamation No. 260, dated September 30, 2011, declares the last Saturday of March and the second Sunday of October as Barangay Assembly Days.
