A total of 68 or 83% percent of the 82 programmed projects in 2014 being administered by the Department of the Interior and Local Government Region III have been completed by implementing Local Government Units (LGUs) all over Central Luzon.
According to DILG R-III Director Florida Dijan, of the 68 completed projects, 55 are for Bottom-up Budgeting (BuB); 10 are for Performance Challenge Fund (PCF); and 3 are for Sagana at Ligtas na Tubig Para sa Lahat (Salintubig).
These completed projects are school buildings; improvement/ rehabilitation of roads; rehabilitation of dikes and bridges; potable water system; construction of bridges; purchase of disaster preparedness equipment such as rubber boats and life vest; and improvement of public market, among others.
RD Dijan said that the office is continuously monitoring the progress of the remaining projects which are in various stages of preparation and implementation.
In order to ensure that projects will be well-implemented and completed on set target dates, the Department hired engineers to assist LGU engineers and oversee the projects at the local level. "Ito ay upang masiguro na ang mga proyektong sinimulan ay maayos na maipatupad at ma-kumpleto', the RD said. Updates on project implementation are being reported weekly, quarterly and annually.
Governors and mayors are in charge
The governors and mayors are in-charge of the implementation of the projects as well as the liquidation since the funds have already been transferred to LGUs.
Commission on Audit (COA) Circular No. 94-013 states that the Implementing Agency, in this case, the LGU is responsible for the submission of the Report of Checks Issue (RCI) and the Report of Disbursement (ROD). These fund transfers were all supported by a Memorandum of Agreement (MOA) between DILG and the implementing LGUs concerned.
