SW Hotel, Angeles City, January 27-29, 2016- Representatives from member agencies of the Regional Peace and Order Council's Technical Working Group, spearheaded by LG-MED of DILG R3, conducted a three-day seminar-workshop to review the Crime Recording Handbook which was formulated and drafted last September 2015, and discuss the guidelines on how to formulate a Peace and Order and Public Safety (POPS) Plan and the Anti-dangerous Drugs Communication Plan.
"This activity is aimed at further polishing the guidelines set forth in the manual. Together with your help and support, we will be able to present this to the full council meeting and hopefully they will approve this for the benefit and consumption of LGUs and Law Enforcement Agencies here in Central Luzon" said Ms. Lerrie S. Hernandez, LG-MED Chief during the discussion of the activity overview.
The participants discussed strategies and interventions pertaining to the major problems that affect the over-all peace and order situation in the region namely: dangerous drugs, criminality and internal peace and security.
The workshop produced an archetype Provincial Public Safety Plan which will serve as guide in the prepartion of a three-year term-based POPS Plan to be rolled out to all Central Luzon LGUs on the second quarter of this year.
The proposed Crime Recording Handbook was also comprehensively reviewed by the participants together with LG-MED Chief Lerrie S. Hernandez to see to it that it is still in accordance with PNP HQ's Letter of Instructions 02/09 dated April 2009 regarding Unit Crime Periodic Reporting (UCPER) while catering to the current situation and needs of LGUs in Region 3.
The activity was attended by contingents from PNP-PRO3's ROPD and RIMD, BJMP-R3, BFP-R3, PPSC-RTC3, NAPOLCOM R3, PDEA R3, Philippine Army's 7th ID and 702nd IB, the National Intelligence Coordinating Agency (NICA), DOJ R3, Philippine Coast Guard NCR-CL Division, PNP-Maritime Group R3, DSWD RO3 and DOH RFO3.
As head of the RPOC-TWG, the Department of the Interior and Local Government was tasked by Gov. Aurelio Umali, Chairperson of the Regional Peace and Order Council, to come up with a unified manual or guidelines in recording crime incidents last November 2014.
