Upon receipt of the DILG Memorandum Circular No. 2019-121, which calls for the clearing of roads from illegal structures and obstructions across the country, Mayor Carmelo Lazatin immediately issued an Executive Order creating a task force on road clearing and enjoined all the 33 Punong Barangays of Angeles City to cooperate and participate.
Immediately thereafter, an intensified clearing operations was conducted through the leadership of Mayor Lazatin and faithful cooperation of his team to comply with the 60 day time frame set in the DILG MC.


On October 2, 2019, the Regional Validation Team on Road Clearing spearheaded by the DILG, represented by ARD Jay Timbreza, with members composed of DILG attached agencies such as the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and non-government organizations (NGOs) assessed and validated the city compliance.
Prior the on-site validation, a short conference meeting was called by Mayor Lazatin to present Angeles City's accomplishments to the validation team.
Lazatin said that following the clearing operation, vendors are already prohibited from displaying their goods outside of the public market and along the sidewalk. Moreover, motorcycles and tricycles are strictly not allowed to park along the highway and city roads, the city has 70% compliance and still on-going"
Mayor Lazatin led the Regional Validation team passing thru Barangay Pulung Maragul, Pandan, Sto. Cristo, Sto. Domingo, San Jose, San Nicolas Public Market, Sto. Rosario, Cutcut, Pampang, Malabanias, Anunas, and Balibago.
