The Department of Interior and Local Government-Region III, through the Capability Development Division (CDD) and Regional Information and Communication Technology Unit (RICTU), took a head start on the Online Capacity Development Market System (OCDMS) implementation for the term 2019-2022 through the conduct of a Regional Orientation on October 8, 2019 at DILG Regional Office III Conference Room, City of San Fernando, Pampanga. It was attended by the Capacity Development (CapDev) focal team/persons of the Regional Office, 7 provinces and 2 highly urbanized cities in the region.
Asst. LG-CDD Chief Lee Allen B. Pineda, in his message, stated that the OCDMS will serve as the link of the LGUs to the LRIs vis-à-vis bridging the capacity development demand to the supply. He also encouraged them to support the implementation of the system.
The activity's main agenda was the discussion of the purpose, features, key players and roles and operations of the OCDMS including the playing of its Audio Visual Presentation (AVP). After the walkthrough of the system, participants engaged in a simulation activity by means of encoding the CapDev agenda of the LGUs in respective province/city.
In closing, Consultancy and Technical Assistance Section (CTAS) Chief of LG-CDD Darryl Salvador, stated the issuance of a Regional Memorandum to set the deadline of the CapDev agenda uploading to the system. He also said that this activity is just the beginning of the team's task to the OCDS implementation and further encouraged the participants' support towards the successful system implementation in the region.
The OCDMS was developed by the LGA as one stop website showcasing the demand and supply on local governance capacity development. It contains the capacity development agenda of LGUs (demand) and the LRIs' program offering (supply) and has a feature for matching the demand and supply side of capacity development.##
