To strengthen the capacity of the Local Government Units to plan and implement Local Development Projects, an orientation of City/Provincial Assessment Teams (C/PATs) on the competency assessment for a focused intervention in enhancing Local Government Units capacity on Planning and Implementation of Local Development Projects was held on June 8, 2018 at the Redd Manor Condotel, City of San Fernando, Pampanga.

As part of the DILG R03's strategy, all cities and municipalities shall conduct the assessment instead of selected LGUs to generate data as baseline information in identifying the training needs and monitoring of LGUs' progress on the set of competency skills.
The C/PATs were created to administer the assessment procedures. The teams consist of Cluster Team Leaders (CTLs), two (2) Municipal Local Government Operations Officer (MLGOOs) and one (1) Local Resource Institute Representative per cluster.
Further, the activity served as an avenue to orient the C/PATs on the content of the LGU Competency Assessment Tool, provide basic concepts of the five levels of capacity development and come up with Provincial Action Plans for the actual administration of the assessment tool.
