City of San Fernando, Pampanga – "It is not enough for BADACs to be organized, they should be functional!" thus dared ASec. Ricojudge Janvier M. Echiverri during the Regional Dialogue for the Anti-Drug Abuse Councils held on August 20, 2018, at Kingsborough International Convention Center, this city.

In his message before regional and provincial directors of DILG, PNP and PDEA, and representatives of Provincial Anti-Drug Abuse Councils, ASec. Echiverri urged everyone to ensure the functionality of BADACs to act as the forefront arm of the government against the proliferation of illegal drugs in the barangay level.


"Failure to organize and functionalize the BADACs will [result] to administrative charges" furthered ASec. Echiverri.

On April this year, the Department filed administrative cases at the Ombudsman against 16 barangays in the NCR and Bicol Region for failure to organize their BADAC.
On the part of Region III, 2,937 out of 3,102 barangays have organized their BADAC, as presented by LG-MED Chief Lerrie S. Hernandez. Some barangays with newly-elected Punong Barangay are still on the process of organizing/re-organizing their BADAC.


Barangay Drug Clearing Program
Of the 3,102 barangays, 2,470 are classified as drug-affected, 290 are drug-unaffected, and 342 are drug-cleared. Drug-unaffected classification means there is zero incidence of illegal drug trade in the barangay, and drug-cleared means the barangay is cleared of all elements of illegal-drug trade.


The Province of Bataan has the most number barangay drug-cleared.


Present during the Dialogue are PNP Regional Director Amador V. Corpus and PNP provincial/HUC directors, PDEA Assistant Regional Director Lyndon P. Aspacio and PDEA provincial officers, DILG Assistant Regional Director Jay E. Timbreza and DILG provincial/HUC directors, DSWD Regional Director Gemma G. Gabuya, and representatives of Inter-agency Committee on Anti-Illegal Drugs (ICAD) member agencies.
